Under his leadership the district high schools saw an increase in standardized test scores, a large increase in the number achieving Adequate Yearly Progress under the No Child Left Behind Act as well as construction and expansion of their physical plants.

In Philadelphia, he led the Small Schools Transition Project which created 16 small high schools through the reorganization of middle and large high schools.
